That phot is actually from the BR(??) RN/RM Clothing / Dress Regs and contains many a Bandy / Bugler. Pete Bradfield to name but one.

I dont think Taff's Chest was so prominant before he put that cumerbund on! It must have pushed everything north when it was pulled tight around his waist!!  Fine pair of shoulders though!
